"We really need a centre for the homeless, to provide accommodation until we achieve independence, and to help us to find a job. When the Tokyo government forced us out from Shinjuku station using the Police in 1996, they promised us they would build a centre. But nothing happened, because they are still having arguments which department should pay for the building. The Tokyo office and the Shinjuku office are shifting the responsibility between each other.
